Everytime I see the Blimp, I instinctly wanna shoot it down, or pelt it down, or maybe create a huge fly swatting thingy and crush it into the ground .... hmmm
And I'm just a nice 19 yo girl with no criminal record, living in a decent residential area and an ex student of a prestigious all girls Catholic school.
It makes me wonder what the criminals think.

The blimp was brought or flown into Trinidad by The Ministry of National Security and it was made by a company called Moving Target Inc. The purpose of the blimp is not to help catch criminals but to provide an outlet for the frustrations of citizens. As you said Tunks, it begs to be shot at but the police will quickly throw you in jail if you have no criminal record and you even think about taking a shot at anything. But,if you have a criminal record, you are allowed any amount of shots at, not only the blimp, but people without criminal records also. Those are the rules as set out by the Ministry. The blimp is now symbolic of the Government, fat, meaningless, floating about aimlessly, and begging to be shot at by the common man.
